The In-Country Value (ICV) Program was introduced in 2018 by Abu Dhabi National Oil Company (ADNOC) to support key national objectives including Emiratization, GDP diversification, and long-term economic sustainability. The program ensures that certified suppliers contribute effectively to the UAE’s economic development and align with the emirate’s broader strategic goals.

In the years that followed, the ICV Program expanded significantly. By 2019 and 2020, major Government and Semi-Government entities—collectively known as Participating Entities—joined the initiative to unify the ICV certification process across multiple sectors. These entities include:

• Aldar Properties

• Abu Dhabi Ports

• Mubadala

• Emirates Nuclear Energy Corporation (ENEC)
